I have to ask your attention to a matter which re- cent information privately conveyed to me would seem to
support.
The complaints received from the General Public are supported by those from H.B.M's Consul General, and I understand receive the backing of H,B,M's Minister in
Peking.
The enclosed list of mails received from London Via Siberia, certainly shewa irregularities which should not obtain, particularly when it may be noted mails for every other Foreign Post Office due on menukorting corresponding dates arrived on time and H.B.H's mail alone suffered delay.
I an informed on good authority, but an unfortunate- ly unable to substantiate my statement, nor yet to pro- duce direct evidence in support of my belief, that a cer- tain power at a certain point and for reasons which are obvious, has, and continues to tamper with the mails. The seala (which I have kept) appear intact, but my suspici-
ons are clear.
I shall be glad if you will, should you deem it ne- cessary communicate with me further on the subject.
